· Management of the planning and delivery of the Utilities procurement program and ensures consistency of the function across the program.
· Coordinate with other delivery partners (Jacobs and Mace), as required, as well as QIC delivery and development stakeholders.
· Engage with QIC Development leads to ensure procurement strategies and procurement plans are properly developed considering the lifecycle of the program.
· Implement agreed strategies, through delivery of workplans and other key documents and approaches in accordance with program requirements and accepted best practice.
· Lead the implementation and application of the QIC procurement policy and the Ways of Working (WoW) ensuring compliance and consistency across the projects and across delivery teams.
· Contribute to the development of innovative procurement strategies that enable procurement acceleration.
· Lead on market engagement and supply chain enablement/ development.
· Assigns work to employees, oversees, and tracks the completion of work assignments.
· Maintains clear and concise work standards and goals; provides training and development; completes performance evaluations, conducts employee counselling, takes corrective action as necessary.
· Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
· Performs other responsibilities associated with this position as may be appropriate and demonstrates flexibility to be transitioned across QIC sectors (such as Roads, Logistics) if needed.

· Proven experience of working within complex construction environment.
· Ability to work in and lead teams. Ability to follow through. Ability to clearly deliver work instructions in a complex stakeholder environment.
· Ability to work in a matrix organization (dual reporting). Ability to interact with an influence senior-level management. Ability to consult, motivate, and negotiate effectively with client groups, co-workers, employees, vendors, and contractors.
· Must function effectively under time constraints, schedule workload to meet deadlines, and prioritize accordingly.
· Ability to manage and work in a team, deliver objectives and targets.
· Strong Stakeholder, Client, Designer and Contractor Management skills.
· Bachelor Degree
· Minimum 15 years’ experience in mega construction and engineering projects, specifically strong experience across multi-disciplinary teams and functional teams and controls planning with multiple stakeholders.
· Must have extensive experience in procurement, budgeting and pre-tender works.
· Experience in post contract – commercial and cost management is preferred
· Safety Qualification / Awareness Training.
· Excellent communication skills in English.
